I would make sure that you have the correct channel lineup in yout TiVO, in my mind if you get the channel you should be able to record it. I am able to record OnDemand material and any other channel I get here in Florida.
If the channel line up is correct I would check with the manufacturer.

Depends on the program and the setup.
If it is a closed system/DVR from the cable/satellite provider, then probably yes. If you want to copy from a set-top to an external PVR then they may have copy protection that does not allow you to copy certain programs.
